DoD Issues Notice to Alter System of Records Entitled T7207 “General
Accounting and Finance System-Defense Travel Records (GAFS-DTS)”
The Department of Defense (DoD) issued a notice to alter a system of records entitled,
T7207 “General Accounting and Finance System-Defense Travel Records (GAFS-
DTS)” in its inventory subject to the Privacy Act of 1974, as amended, 79 Fed. Reg.
16315. This system will enable Defense Finance and Accounting Service (DFAS), the
Air Force, Defense Security Service, and National Geospatial-Intelligence Agency to
produce transaction-driven financial statements in support of DFAS’s financial mission.
Comments are due April 24, 2014. This proposed action will be effective the day
following the end of the comment period unless comments are received which result in
a contrary determination.
DoD, GSA, and NASA Issue Proposed Rule to Amend FAR Year Format
The Department of Defense (DoD), General Services Administration (GSA), and
National Aeronautics and Space Administration (NASA) issued a proposed rule to
amend the Federal Acquisition Regulation (FAR) to delete regulations relating to the
year 2000 compliance, 79 Fed. Reg. 16274. Comments are due May 27, 2014.

VA Issues Notice of Public Availability of Fiscal Year 2013 Service Contract
Inventory
The Department of Veterans Affairs (VA) issued a notice of public availability of Fiscal
Year (“FY”) 2013 Service Inventory in accordance with section 743 of Division C of the
Consolidated Appropriations Act of 2010 (Pub. L. 111-117), 79 Fed. Reg. 16424. This
inventory provides information on VA service contract actions over $25,000 made in FY
2013. The information is organized by function to show how contracted resources are
distributed throughout the agency. The VA has posted its inventory and a summary of
the inventory on the VA homepage at the following link:
http://www.va.gov/oal/business/pps/scaInventory.asp.

SMALL BUSINESS

SBA Issues Final Rule to Update Loan Programs 504 and 7(a)
The U.S. Small Business Administration (“SBA”) issued a final rule to improve access to
its two flagship business lending programs: the 504 Loan Program and the 7(a) Loan
Program, 79 Fed. Reg. 15641. This rule will enhance job creation through increasing
eligibility for loans under SBA’s business loan programs and by modifying certain
program participant requirements applicable to the 504 Loan Program. In addition, SBA
is revising Certified Development Company (CDC) operations requirements to clarify
certain existing regulations. SBA has decided to further study the issue of how to
redefine affiliation for the business loan programs and is not including any changes to
the affiliation standards in this final rule. This rule is effective April 21, 2014, except for
the amendment to 13 CFR 120.823, which is effective April 21, 2015.

Committee for Purchase From People Who Are Blind or Severely Disabled

The Following Notice Was Issued:
79 Fed. Reg. 15731, March 21, 2014, proposing to add a service (Grounds
Maintenance Service, NSA, Utah Data Center Campus, Bluffdale, UT) and delete
services (Janitorial/Custodial Service, Col Harold Steele USARC, Pittsburgh, PA;
Janitorial/Custodial Service, Major Charles D. Stoops USARC, Punxsutawney, PA) from
the Procurement List. The proposed addition and deletions will be effective April 21,
2014.
